Public Services Management – Consultant

An engineer by training, Barbara VIGNOLLE has worked within a large environmental specialist group, and internationally where she collaborated with an NGO and a public development bank. In the context of financing water and sanitation projects with foreign states, she has notably supported project owners in supervising public procurement procedures, and in monitoring FIDIC contracts for works and technical assistance, among other things on themes of regulation, public policies and management of drinking water and sanitation services.

Her main skills and responsibilities are:

• Conducting multi-year audits/monitoring of public service delegations and authorities.
• Support in structuring public services (technical, financial, administrative and legal aspects).
• Support in choosing the management method for their public services.
• Support in transferring drinking water and sanitation skills.
